<p>During Jane Chappell&#8217;s 32 years of service at TRI-CAP, she embodied the very spirit of community action. She dedicated herself to helping people and changing lives. Each year we honor a person who also exhibits the same dedication to TRI-CAP and its mission to accept responsibility for achieving personal and economic well-being by providing health, housing, and educational services.</p>
<p><span style="color: #000000;">Charlie Vogler received the 2012 Spirit of Jane Chappell Award from TRI-CAP Board President Boyd Toler at TRI-CAP&#8217;s board of director&#8217;s meeting on April 29, 2013. Mr. Vogler served on the TRI-CAP board of directors for 10 years with perfect attendance and mentored many board members along the way. He was instrumental in the development of TRI-CAP&#8217;s Stork Place housing project in Huntingburg. </span></p>
<p>We at TRI-CAP would like to thank and congratulate Mr. Vogler.</p>

				<content:encoded><![CDATA[<p>The Nationwide Prescription Drug Take Back Day will be conducted in Dubois County on Saturday, April 27, 2013. The Jasper State Police Post will host the collection from 10 am (EST) to 2:00 pm while the Haysville and St. Henry Fire Stations will host from 10:00 am to 12:00 pm.</p>
<p>Expired, unwanted, and unused medications, vitamins, ointments, syrups, drops, and aerosols not in pressurized containers will be accepted at the collection sites. NO sharps, infectious materials, (anything containing bodily fluids) or waste will be collected.</p>
<p>There are reasons why expiration dates are stamped on medication containers. Chemical compositions and potency can change and become altered with age. Keeping expired and unused medicines in the home is not safe. Some medicine looks like candy to a child, and some may be tempting to a teen or someone with a problem.</p>
<p>Expired drugs are a common household health threat that can be lessened when you clean the old meds out of your home. Correct disposal of medications creates a safer and cleaner environment, and greater public awareness reduces illegal activities and scavenging of personal property and public waste receptacles.</p>
<p>The Dubois County Sheriff&#8217;s Department will supervise the collections at Haysville and St. Henry Fire Stations, and the Indiana State Police will supervise the Jasper Post site.</p>
<p>This project impacts the substance misuse and environmental needs of Dubois County communities. The sponsors of this Nationwide Prescription Drug Take Back Day are Drug Enforcement Administration, Indiana State Police, Dubois County Sheriff&#8217;s Department, Solid Waste Management District, Substance Abuse Council, Fire Stations, Habig Community Center, Older Americans, and TRI-CAP RSVP.</p>

<p>Head Start works.</p>
<p>A new <a href="http://www.acf.hhs.gov/programs/opre/resource/third-grade-follow-up-to-the-head-start-impact-study-final-report" target="_blank">study</a> is sparking a debate about just how well the early education program works because it shows Head Start’s impact fades out during the first four grades of elementary school. Now some analysts are using the findings as political leverage to suggest overhauling the program or cutting its funding.</p>
<p>Before policymakers start slashing funding, they should consider this report is simply the latest in a growing body of research on Head Start’s effectiveness, and plenty of that research suggests that Head Start works.</p>
<p>Take a step back and you can see decades of studies that highlight Head Start’s positive short-term and long-term impacts on students and their families. Research shows it helps increase high school graduation rates and school readiness. It reduces elementary school costs, such special education placement and grade repetition. One 2010 Montgomery County report found children that enrolled in a full-day Head Start program were 66 percent less likely to need special education services in kindergarten than their peers.</p>

<p>On or about December 3, 2010, Dubois-Pike-Warrick EOC Inc. d/b/a/ TRI-CAP  received State Community Development Block Grant funding from the Indiana Housing and Community Development Authority.  The Community Development Block Grant program is funded by Title I of the Housing and Community Development Act of 1974, as amended.  These funds are to be used for economic development, public facilities, and/or housing developments.  The purpose of this award was for rehabilitation of homes in Dubois and Warrick counties to correct health and safety problems with homes.</p>
<p>&nbsp;</p>
<p>Dubois-Pike-Warrick EOC Inc. d/b/a/ TRI-CAP will hold a public hearing on January 9, 2013, at 2:00 pm EST to 3:00 pm EST, in the Dubois County TRI-CAP office conference room in Jasper, IN to provide citizens an opportunity to express their views on community development and housing needs, past community development and housing activities, and this funded rehabilitation of homes development.  In the previous years, 2006 and 2007, the Dubois-Pike-Warrick EOC Inc. d/b/a/ TRI-CAP has received Community Development Block Grant funds for the following activities: Rehabilitation of homes to meet health and safety concerns. This meeting was scheduled for December 26, 2012, but due to bad weather it was not able to be held at that time.</p>
<p>&nbsp;</p>
<p>Records regarding the accounting of these beneficiaries and funds are available from Brian Beckman-495½ Third Ave, P.O. Box 729, Jasper, IN 47546-0729.  Interested citizens are invited to provide comments regarding these issues either at the public hearing or by prior written statement.  Information concerning the funded development may be obtained from Brian Beckman-(812)482-2720 from 8:00 am to 4:30 pm on Monday-Thursday.</p>
