Request for Proposals – Audit Services
Dubois-Pike-Warrick Economic Opportunity Committee, Inc. d/b/a TRI-CAP is currently accepting requests for its Audit Services Request for Proposals (RFP). Qualified accounting firms interested in providing independent audit, tax preparation, and related professional services are encouraged to apply.
To obtain the RFP packet and submission requirements, please contact Susan D. Reichard, Finance Director, at Susan.Reichard@tri-cap.net with Audit Services RFP in the subject line. Please indicate contact information, mailing address, phone number, and email address in the body of the request email. A Request For Proposal application packet will be emailed to you. Questions are due via email by October 19, 2026 and complete proposals are due by November 2, 2026.

TRI-CAP Announces 2026 Community Needs Assessment Publication
Jasper, Indiana, July 6, 2026: The Dubois-Pike-Warrick Economic Opportunity, Inc. d/b/a/ TRI-CAP, has released its 2026 Community Needs Assessment, providing a comprehensive look at the economic security, challenges, and well-being of individuals and families with low incomes throughout Dubois, Pike, and Warrick counties.
Published every three years, the Community Needs Assessment combines responses from TRI-CAP clients and community stakeholders with demographic and economic data from the U.S. Census Bureau and the U.S. Bureau of Labor Statistics. The report identifies emerging needs, highlights community strengths, and helps ensure TRI-CAP’s services continue to respond to the changing needs of the region.
“The Community Needs Assessment was developed by the Indiana Community Action Poverty Institute, a program of the Indiana Community Action Association,” said Joyce Fleck, TRI-CAP Executive Director. “The findings provide valuable insight into the needs of our communities and will help guide TRI-CAP’s strategic planning, program development, and partnerships as we continue serving Southwestern Indiana.”

Congressman Messmer visits TRI-CAP
Jasper, Indiana, August 22, 2025: Happy tears were shed by the “people of TRI-CAP” this morning, including Congressman Mark Messmer. Dozens of TRI-CAP staff, board members, Head Start Preschool policy council members, community supporters and former clients attended the brief meeting this morning with Congressman Mark Messmer on his fourth stop this week on his tour of visiting six Community Action Agencies in Indiana’s 8th Congressional District to learn more about the ways federal funds are leveraged with private investments to help individuals and communities. 61 years ago, this week, our federal government signed into law the Economic Opportunity Act, which is the beginning of Community Action services as we know them today. Tasked with making tough budget decisions at the federal level, Messmer hasn’t lost sight of the tight budgets faced by our clients. He believes in the power of Community Action so much that he is cosponsoring legislation to see these federal services continue. Several tear-jerking, first-person client testimonials were shared this morning, illustrating the many ways TRI-CAP’s federal grant funded services were the turning point in their journey out of poverty while TRI-CAP staff walked alongside them until they achieved their goals, including homeownership and no longer qualifying for any governmental assistance. These clients continue to pay it forward by not only sharing their stories in front of a group like this for the first time, serving as part of TRI-CAP’s governing board and advisory councils, but they also regularly refer more people to TRI-CAP because they want others to achieve success that can only happen with the help of TRI-CAP to turn people’s lives around.
The visit was educational for our preschoolers as well. As Congressman Messmer was explaining how his musical instrument works, the proper way for the children to stand and salute the U.S. flag while getting ready to play the National Anthem on his trumpet, to everyone’s surprise, one little boy began to recite the Pledge of Allegiance all by himself! This is only the 7th day of class this school year. So, we let our young student lead everyone in the Pledge of Allegiance and then continued to explain what the National Anthem is all about. Most of the children had never been in a live situation to hear it. Furthermore, we learned today that one of Congressman Messmer’s staff that was accompanying him used to work in a Head Start classroom many years ago.
The visit continued with a brief question and answer session, and all were able to make connections with the Congressman’s staff who are willing to address their needs. “We are immensely thankful for Congressman Messmer’s time today and for his continued advocacy.” says Joyce Fleck, TRI-CAP Executive Director.
TRI-CAP Awarded $75,000 Grant to Support Healthy Families Services
Jasper, Indiana, August 20, 2025:
TRI-CAP is honored to announce it has received a generous $75,000 grant from the Being for Others Health and Wellness Foundation to support its Healthy Families program, which serves new parents in Dubois, Pike, Gibson, Spencer, and Warrick Counties.
This vital funding will strengthen efforts to support families during the critical early years of a child’s life. Healthy Families provides free, voluntary services to new and expecting parents – offering education, guidance, and resources to foster strong, healthy family units and ensure children grow up in safe, nurturing environments.
“This grant is a powerful investment in the future of our communities,” said Nikki Lasher, TRI-CAP’s Family Health Services Director. With the generous support of the Being for Others Health and Wellness Foundation, we can reach more families, provide more personalized support, and continue to promote positive parenting and healthy development from day one.”
Healthy Families is rooted in the belief that every parent deserves the tools and support needed to raise thriving children. The program helps parents build nurturing relationships, learn about child development, and create safe home environments. Services are tailored to each family’s needs and are offered through regular home visits by trained Family Support Specialists.

TRI-CAP Announces 2023 Community Needs Assessment Publication
Jasper, Indiana, August 7, 2023: The Dubois-Pike-Warrick Economic Opportunity Committee, Inc. d/b/a/ TRI-CAP announces the publication of the 2023 Community Needs Assessment, examining the economic security and well-being of low-income residents in Dubois, Pike and Warrick Counties.
The Community Needs Assessment is published every three years and includes responses to a survey distributed to TRI-CAP clients, community stakeholders, and data from the U.S. Census Bureau and the Bureau of Labor Statistics.
“The survey and report were created by the Indiana Community Action Poverty Institute, a program of the Indiana Community Action Association”, said Joyce Fleck, Executive Director. “The Community Needs Assessment offers an in-depth look at how our neighbors are faring and the challenges that hold them back. The information will be used to guide our program and strategic plan development,” Fleck said.

TRI-CAP Establishes Agency Endowments
Jasper, Indiana, April 17, 2023:
TRI-CAP’s Board of Directors and leadership team are excited to announce the establishment of agency endowments at the three community foundations representing TRI-CAP’s primary service area of Dubois, Pike, and Warrick counties.
Grant funds from the endowments will provide ongoing support for the work and mission of the agency.
“Establishing these endowments has been a goal of our organization for a number of years”, said Joyce Fleck, Executive Director. “We recognize the importance of investing in our long-term sustainability and are grateful for the partnerships with the community foundations in Dubois County, Pike County, and Warrick County.” Fleck said.
